Andrew, will you be judging during the tournament? If so, I was hoping to get a preliminary ruling on Haywire Blasters.
They're a S4 weapon that has the additional rule: "If a Haywire Blaster hits a vehicle, resolve its effects as normal. Then roll a further d6. On a 1, nothing happens. On a 2-5 the vehicle takes a glancing hit. On a 6, it takes a penetrating hit."
So if you successfully hit, after resolving the S4 attack and any saves, you roll a d6 to determine the subsequent "haywire" effect. Would this subsequent effect by subject to any cover saves? Strictly speaking, I wouldn't think so, because it only specifies the vehicle has to be hit to suffer the effect (not unsaved hits, or even successful damage rolls--because how many vehicles are you gonna hurt with 1 S4 shot?), but I wanted to get your thoughts on it.

I'll be judging yes. If we have an odd number of people, I'll be playing, in which case John will be judging. But I can still answer the Q:
Yes, a vehicle that is obscured would get to use it against the Haywire affect. Why?
"If the target is obscured and suffers a glancing or penetrating hit, it may take a cover save against it." (p.62).
Pretty black and white on this question, and thankfully too; far too many of GW's rules fails are very grey-area.
However, it could be cut off at the head before even rolling for the Haywire. Say you shoot at an AV10 vehicle and score a Glancing Hit. I'd get to make a cover save against that hit; if successful, the entire hit is discarded. This would also preclude your Haywire affect from happening, since the hit no longer exists.
This is the same with the Blood Angels magna-grapple, where it has an extra affect that's resolved after the hit and any damage that causes.
Amusingly enough, it's a case of "Hit but don't cause damage and you'll be able to do more to it" or "Hit and damage and get no extra bonuses."
