This post is for everyone in the club. I know I get questioning looks for my Dreadnought with twin-linked heavy bolters . No, it's not in the current codex. Yes, it is in the Imperial Armor II book, which I own. Therefore I feel everyone should get something similar. Thus: -Any unit printed in rules can be used, provided you can show your opponent all of the rules for it. It's my opinion that any such additions to a regular army list should be minimal and in character, such as a different weapons fit for a vehicle that used to have it anyway. This includes special characters. If you're allowed to use it anyway then don't feel bad about it. If it's one that still needs opponent's permission, don't worry about that either. If you feel your new addition would unbalance your list, then let the opponent know all about it. Who knows; they might find a way to destroy it anyways ;D. This way more character is added to army lists to make them more unique, rather than fighting the same cookie-cutter Eldar or Empire army as everyone else. Sound good? Thought so.

If one is going to use things like that though, than one must supply the rules and make them accessible to who ever you are playing. That is only fair...so if one cannot produce the rules for said special character or whatever than one cannot field it. Simple as that.
So for example ( I am using andrew as example since he posted this, nothing against him, he is just available) If andrew wants to field his Dreadnought with twin heavy bolters, he must either bring the book with the rules or a copy of the rules. One must have something there in print to show that the rules are real.

So then I can use my Last Chancers in all their original glory because I have the original White Dwarf that introduced them?

Bring the white dwarf and yes I would see no problem in you using them. The only problem with specialty things stems from not everyone knowing the rules for them so more than likely if you can provide the rules for said specialty item than there should be almost no problem.

The other problem with that special unit is that it's from 3rd edition. Technically, in it's older setting it wouldn't be allowed, but I'd be more than happy to play against them. This would extend to other 3rd edition units that were nerfed or dropped from current codices (Tyranids' Red Terror, for example), but as Josh and I have said, the rules would have to be on hand to be used. Lucky for you, I also have the Last Chancers older rules. I've read their books and they're so much cooler than in the current version.
