What do you think is the overall better paints.
Also who has the best washes/inks?
I am not opposed to other companies that have droppers either... Thanks

Overall - Vallejo. I like the triad series that Reaper produces, but I find that it usually needs many more coats than Vallejo's equivalent colors. Vallejo produces washes that "mirror" GW's washes, but honestly, I like the GW ones better. I purchased an eye dropper to use the GW washes as I also like tracking my schemes and droppers make that alot easier.

I heard that with GW's new washes you do not need to water them down just brush and paint...

Yep, although even that depends on the depth of wash you want. The GW washes are really nice, though I'd look for a red ink over the red wash they do have, as it usually ends up more pinkish than I'd like.
