John Clark convinced me to run a scenario/table at the next CogCon thing. I think he said it was next April some time.
I've got a preliminary idea that could go a couple different ways.
option 1: largish multi-player thing, one table.
option 2: largish multi-player thing, 2 tables, what happens on the small table effects what happens on the larger table. (probably 4x4 and 4x6)
option 3: small, quick, one-on-one game that can cycle through a lot of players, possibility for players to trade places between attacker and defender.
Here's what I have so far:

Sewer Rats
In the preliminary stages of an assault on the city, the Attacker probes the underground waterworks and tunnel system for defenses and infiltration points. What the Attacker doesn’t know, is this time the city’s defense force is ready for them. Can the Attackers survive to secure the infiltration points that they need, or will the city defense successfully wipe out the scouts?
Attacker: 1000pts Infantry only
HQ 0-1
Elites 0-2
Troops 2-6
Defender: 500pts Infantry only
HQ 1
Elites 1-3
Troops 0-6
The defender can also purchase 200pts from the following list
D3 blockades - Armour 10, provides a 3+ coversave and is impassible to Infantry. 50pts.
1 Release the Sewage! – Defender nominates one section of tunnel to contain a hidden flood gate or valve. Reveal when activated. All models in the nominated section take a S6 AP5 hit. One use only. 100pts.

I need to go through and figure out more special wargear for both the attackers and defenders.
Also, I need to playtest this.
I think it's going to end up looking a bit like Space Hulk, but a little bigger. For the tunnels, I have a couple cardboard tubes that once had carpet rolled around them. they're a bit over 3.5 inches inner diameter. I figure I'll cut them in half and add walkways along the edges.
Arg. Tired. bedtime now. more strangeness later.
Edit: Why didn't I think of this before? Flamable Sewage - Emperor only knows what gets dumped into the sewage system of a hivecity, but it'll most likely catch fire at the least opportune moment. Anytime a flame weapon is used, roll a D6. On a 1, every model in the effected tunnel section takes a S5 AP4 hit instead of the flame weapon's hits.
