The emperor is just a wicked-powerful person. I've heard he was born back in ancient-egypt and decided to rise to power after the initial collapse of the empire of man. He originally created the space marine legions to start the crusade but then created his primarch sons afterward to be his generals.

Does the emperor remind anybody of Apocalpyse from X-men?
