This has become an often repeated topic (I heard a few people asking about it at OBG as well). So I'll post my link here.
I recieved my color stat deck from the CCG Armory at ccgarmory.com - which carries all of the Warmachine Faction Decks. They are a Yahoo sponsored retailer, which is why I initially trusted them for my business.
Each deck is $9.09 and they charge about $6.00 in shipping. Why so high? I have no idea. However this is one of the only reputable English speaking sites I've comea cross that have the faction decks.
Keep in mind that first, these decks are out of print, so you may want to get them soon. And second, PP has said they will have color faction decks and singles available 'sometime soon' (this message has been up for weeks).
