Fucking, awesome. I think I'm going to use a set of 3 mortars in my command HQ instead of autocannons / heavy bolters.

Is there any way of increasing the BS of my tanks? In the imperial guard codex or otherwise?

Negative. Sucky, ain't it?
The best you can do is with Vehicle Design Rules. But those are rarely if ever used.

What do those rules allow? It's kinda garbage with the Leman Russes that you have to roll a 4+ to hit and then scatter die on top of that is all I'm saying.

It's really only the scatter, as you pop the template down where you want it. The only time the Leman's BS is relavant is when you are direct firing lascannons or something.

Ordnance is different rules than normal firing. They are on page 29 of the bbb. As Adam said, you don't roll to hit:
-declare target -place template -check range and los -roll for scatter

Hollllllllllly crap was I doing that the wrong way. I was rolling to hit, then placing the template, then scattering.
Do you roll to hit with mortars at guess range without LOS?
and what the hell is the bbb?

Well, not having to roll to hit with ordinance (mortars and leman russes) sure as hell make them a lot better.
I was rolling to hit the other day and wasting entire barrages because I kept missing.
