About officer orders, while it apears that officers could issue orders in an opponents shooting phase, that would be compleatly unfair . As Andrew mentioned in the offical 40k rules FAQ thread (stickied), I suggest that inside of the club, Guard players only issue orders in their shooting phase. Also, orders are not all issued at once (so we did that wrong, Andrew), you give a squad an order and then they automatically execute it if they pass. So shooting or running orders must be excuted when issued, however this does not apear to all have to be at the start of the phase. Other units can aparently shoot before the orders are issued to a parictular squad. Even though it is wierd with the "Incoming" order, I guess doing it in your turn is how GW "intended" it to work .
